This is a catapult shot and recovery on an undetermined aircraft carrier. 

The green shirts are what I used to do in my Navy days. 1967-70 USS Forrestal (CVA-59)

The panel that is in front of the plane waiting for his turn is called a JBD (Jet Blast Deflector) this was used to  protect the waiting aircraft from getting burned up by the exhaust of the plane being shot off the catapult. 

Things really haven't changed much in the 40 years that have passed since I did this. A few less men topside and the use of "nose toe" instead of bridles are the only differences that I see.
